The Magocracy of Lumene

The Magocracy of Lumene is the only Magocracy in Ellonde – a system in which a council of Magic users of all races and genders rule with an equivalent say; they achieve these positions in a purely meritocratic system. The Magocracy is one of the few neutral powers in existence – a difficult feat to achieve given its proximity to the Empire; however, the Khazzuu I has shown immense respect to the Magocracy for unknown reasons, and its strong magical heritage makes the Magocracy a dangerous enemy for most nations to trifle with, regardless of its size. The Magocracy is also protected by defensive magic, making it a safe haven for many a refugee for a short while, though, as the most densely populated area of Ellonde, few can afford to live comfortably for long. The state has an “army” of Mages, but the “army” exists for purely defensive reasons. The Magocracy has an intricate history with the Academy and the Theocracy of Mithlinde.

Geography

Lumene is surrounded by the Erelian Empire to the north and east, the Theocracy of Mithlande to the west, and the northern edge of the Hondande forests to the south. The interior is highly urbanized and industrialized, especially around Cen, and more suburban in the north, but with natural reserves scattered throughout it.

History and Culture

The history and culture of Lumene are highly tied to the Academy. The Academy formed within the past several hundred years (4482). It was originally opened in Cen, formally a minor city in Mithlinde which broke off from the theocracy to become a magocracy ruled by a meritocratically selected council of representatives consisting of at least one member of each civilized race known in the land. Its primary purpose was to be a place to teach magic to people of all sorts of different backgrounds, free of the religious component historically involved in the use of magic. Due to its success, it gradually spread across the world. Today, most big cities have a branch of the Academy.

Unlike when The Academy (as these are referred to individually or collectively) first formed, it no longer specializes in teaching solely magic, though that is still its main purpose. Amongst casters today, there is a divide between those classically trained at the Academy and those not. It now teaches any class. A recent trend is the industrialization and production of products for more efficient transport of armies and comfort of the home. As the war has become a major issue, electricity The most innovative have been the use of magic to create weaponry utilizing it to allow the common soldier to have more efficient kill power (ie. Magically powered firearms/ other weapons) and (ie. Magically powered airships).
The Academy has become of such importance wordwide that it is widely debated politically. Liberals support The Academy and believe that everyone should learn magic, without the former cumbersome restrictions placed in religious magical use, whereas Conservatives believe that magic use should be significantly more restricted, and a return to the old system might even be beneficial, focusing on the use of magic in a religious context. (Note: these political parties are defined by these features and no other features as in our world.) No major political entities, with the exception of more conservative parts of Mithlinde, are openly opposed to the use and study of magic currently, and as such, the Academy is often able to escape the trials of war plaguing the world, and even conducts research and studies dealing with the issue to see if it can be resolved. All branches of the academy are protected from hostile forces through the use of arcane barriers.

Demographics and Biodiversity

The population is near equal for all the races and species present – and every race is welcome in the city, as long as they pass stringent magical entrance exams which automatically activate when entering the states borders.

As for wildlife in the lands, there are no monsters (except accepted sentient ones and mindless ones used in research) in Lumene. Outside of that, typical species of animal are found in urban areas are present (ie, in an alternate reality, equivalent to Europe/ North America).

Economy and Politics

The system adopted by the Lumene uses the gold, silver, copper, and platinum system present since time immemorial as its primary currency. Opton Banking, the banking monopoly of Ellonde, under Pipper Diles, holds a monopoly here. However, the old system of bartering is still allowed to function at present.

RECENT UPDATE: In the year 5038, the Magocracy was attacked and overtaken by the the Erelian Empire, as treachery was discovered in the midst of the capital city of Cen.
